CASING PEELED FROM TIRE WHILE DRIVING AT HIGH RATE OF SPEED. CASING BECAME ENTAGLED AROUND REAR AXLE, HYDRAULIC BRAKE LINES, AND THE EMERGENCY BRAKE CABLE.
