FAILURE TO BRAKE HARD ENOUGH OR BRAKES NOT FULLY RESPONDING DURING PANIC SITUATION. PROCEEDING IN VEHICLE AT 50-60 MPH FOLLOWING BEHIND A CAR TOWING A SMALL FISHING BOAT. TRAFFIC AHEAD IN HOWARD COUNTY STOPPED SUDDENLY & CAN AHEAD BRAKED HARD. I ALSO THEN BRAKED HARD. THE WHEELS NEVER LOCKED UP, NOR WENT INTO ANTI LOCK SOUNDS. THE BACK OF THE BOAT WAS HIT BY MY VEHICLE. THIS WAS ABOUT TWO YRS AGO IN SUMMER TIME. PUSHING HARD DID NOT RESULT IN PROPER BRAKING OF VEHICLE.
