FUEL TANK DEVELOPED LEAKS BETWEEN BOTTOM OF TANK AND SKID PAN. THE DESIGN AND PLACEMENT OF THE SKID PAN CONTIBUTED TO AN ACCUMULATION OF DIRT AND OTHER DEBRIS THAT CRAETED AN ENVIORONMENT THAT HASTENED THE FORMATION OF RUST, WHICH EVENTUALLY LED TO THE FORMATION OF HOLES IN THE TANK.
